UK Signals Openness to Youth Visa Deal with EU Ahead of Key Summit

In a notable shift in policy, the UK government is no longer ruling out the possibility of a youth mobility agreement with the European Union. The proposed deal, which could allow young people under the age of 30 to live, work, and travel across borders for up to three years, is expected to feature prominently at a UK-EU summit in May aimed at resetting post-Brexit relations.

The move marks a potential turning point in UK-EU cooperation, with the upcoming summit seen as a chance to rebuild ties across several sectors, including trade, energy, education, and security.

Support for the youth visa scheme has grown among EU officials and some UK policymakers, who highlight its potential to address labour shortages and strengthen cultural and economic links. Economists also estimate the deal could boost the UK’s GDP by 0.2%.

However, concerns remain among key UK government figures regarding migration control and public sentiment. Home Secretary Yvette Cooper has proposed a “one in, one out” model, which would allow equal numbers of young UK and EU citizens to participate, while placing limits to prevent misuse.

To ease negotiations, EU officials have rebranded the initiative as a “youth experience scheme,” emphasizing its temporary and reciprocal nature.

Prime Minister Keir Starmer has made it clear that the UK will not rejoin the EU’s single market or customs union, nor reinstate freedom of movement. Instead, the focus is on forging a balanced partnership that respects Brexit while creating new opportunities for both sides.
