The Nigeria Customs Service (NCS) has officially commenced its 2025 recruitment exercise, inviting applications for roles in the Superintendent, Inspector, and Customs Assistant cadres. This follows the agency’s recent approval to recruit 3,927 officers to bolster trade facilitation and contribute to Nigeria’s economic recovery efforts.   The NCS emphasized that the recruitment process is completely free, urging Nigerians to beware of scammers. “We do not charge fees at any stage. Any demand for payment is fraudulent,” the agency stated.   Eligibility Requirements   Applicants must meet the following general criteria:   Be a Nigerian citizen by birth.  Possess a valid National Identification Number (NIN). Have no criminal record or ongoing investigations. Academic Qualifications by Cadre:   Superintendent Cadre:    A university degree or Higher National Diploma (HND) from a recognized institution.   NYSC discharge or exemption certificate. Inspectorate Cadre     National Diploma (ND) or Nigeria Certificate in Education (NCE) from an approved institution.   Customs Assistant Cadre    O’Level certificate (WAEC or NECO).   Applicants must also be physically and mentally fit, supported by medical fitness evidence from a government hospital.   Application Timeline   The application window opened on December 27, 2024, and will close on January 2, 2025. BioNTech has reached settlement agreements with the U.S. National Institutes of Health (NIH) and the University of Pennsylvania (Penn) to resolve royalty payment disputes tied to its COVID-19 vaccine.   The German biotechnology company, in partnership with Pfizer, announced it will pay $791.5 million to the NIH following a default notice and $467 million to Penn to settle allegations of underpaid royalties. As part of the agreement, Penn will dismiss its lawsuit against the company. Pfizer is set to reimburse BioNTech for a portion of the payments, covering up to $170 million for Penn royalties and $364.5 million for royalties owed to the NIH from vaccine sales between 2020 and 2023. These settlements mark an important resolution for BioNTech and its role in global vaccine development.

Austria is set to modernize its air fleet with the purchase of 12 Italian-made M-346 FA fighter jets, replacing the decommissioned Saab 105 planes retired in 2020. The deal, reported by *Krone* newspaper on Saturday, marks a significant investment in the country’s military capabilities.   A letter of intent for the acquisition was expected to be signed with the Italian Defence Ministry on Saturday. The jets, produced by Leonardo, are designed for pilot training, ground force support, and air defense operations.   While the Austrian Defence Ministry has yet to release an official statement, news agency APA confirmed the planned purchase. Although the total cost of the deal is still being finalized, approximately €1 billion ($1.04 billion) has been allocated for the project.   This move reflects Austria’s commitment to upgrading its defense infrastructure, as earlier reports suggested the neutral nation was preparing to invest in the M-346 FA jets this summer.

Brazilian labor authorities have uncovered alarming allegations of human trafficking and “slavery-like conditions” involving 163 workers at a construction site for a factory owned by China’s electric vehicle giant, BYD. The factory, located in Bahia, represents a significant $620 million investment by BYD and is a key symbol of China’s expanding influence in Brazil.   The Brazilian Labor Prosecutor’s Office revealed that the workers were employed by Jinjiang Group, a Chinese contractor. Following negotiations, BYD and Jinjiang agreed to house the workers in hotels while steps are taken to terminate their contracts. However, Jinjiang has denied claims of exploitative labor practices and has yet to comment on the trafficking allegations.   China’s foreign ministry has stated it is in communication with Brazilian authorities, reaffirming its requirement for Chinese companies to comply with local laws.   This controversy comes at a critical time in Brazil-China relations. While Brazil has actively sought Chinese investments to boost its economy, the use of Chinese labor in overseas projects raises concerns about job creation for local workers, a key priority for President Luiz Inácio Lula da Silva.   The revelations could potentially strain diplomatic ties, casting a shadow over what has otherwise been a strengthening partnership between the two nations.

While the new Tibetan plateau project is expected to exceed this expenditure, details regarding its impact on local communities and the region’s unique ecosystem remain unclear. Chinese authorities maintain that hydropower projects in Tibet, which holds more than a third of the country’s hydroelectric potential, are unlikely to significantly disrupt the environment or downstream water supplies. However, critics have raised concerns about the ecological sensitivity of the region, known for its rich biodiversity, as well as the potential displacement of local populations. India and Bangladesh, both downstream nations, have voiced apprehensions over the dam’s potential to alter the flow and course of the river. The heavily subsidized fuel has contributed to widespread smuggling, particularly as the nation continues to grapple with instability and conflict stemming from the 2011 overthrow of former leader Muammar Gaddafi.   The decision to end subsidies was finalized during a meeting in Benghazi. Hamad convened with Mari Barrasi, the deputy governor of the Tripoli-based Central Bank of Libya (CBL), along with four board members at the bank’s Benghazi branch headquarters.   Osama Hamad, appointed by the eastern parliament in 2023 to replace Abdulhamid Dbeibah, faces significant challenges in implementing the proposal. Dbeibah, who was selected through a U.N.-backed process in 2021, still leads the internationally recognized government based in Tripoli. Libya has been divided between rival administrations in the east and west since 2014, complicating efforts to address economic and political issues.   Whether Hamad’s government can enforce this decision across the divided nation remains uncertain. Enhancing Community-Based Mental Healthcare The training will be guided by the World Health Organization’s Mental Health Gap Action Programme (MH-GAP), a global framework aimed at improving access to mental health services, particularly in underserved areas. Dr. Azubike Aliche, Secretary of NAIMH’s Board of Trustees, emphasized that the program will enable primary healthcare providers, social workers, teachers, and other frontline professionals to recognize and manage common mental health conditions such as depression, anxiety, schizophrenia, and substance use disorders. Participants will also be trained to refer severe cases to specialized care, ensuring timely intervention and support. Two-Phase Training Plan The program will be implemented in two phases: Phase One: Training will commence in Abia, Anambra, and Enugu states, targeting 150 participants per state across five local government areas. Phase Two: The initiative will expand to Ebonyi and Imo states. Each state will host 25 master trainers who will deliver both in-person and virtual training sessions using the WHO MH-GAP manual. Localized Solutions for Greater Impact To address Nigeria’s unique mental health challenges, NAIMH will introduce tailored community engagement strategies to raise awareness and reduce stigma. These efforts aim to increase the number of skilled mental health providers at the grassroots level, bridging gaps in service delivery and fostering a supportive environment for those seeking help. Institutional Support and Vision Founded in 2022 and supported by the U.S.-based Nigerian Mental Health Practitioners USA Inc. (NMHPUSA), NAIMH is dedicated to advancing mental healthcare in Nigeria. The institute operates as the Nigerian arm of NMHPUSA, channeling the expertise of Nigerian mental health professionals abroad to strengthen healthcare systems at home.
